U.S. Global Leadership Coalition

Challenge: In the mid-1990s, funding for foreign assistance programs came under serious attack by the new Republican majority in Congress. A handful of nongovernmental organizations (NGOs) came together to confront this challenge and approached Schrayer & Associates to help them coordinate their efforts.

 

Approach: Liz Schrayer worked with the group to develop a strategy and a message that would resonate on Capitol Hill; out of this informal group, the U.S. Global Leadership Coalition (USGLC) emerged. Schrayer & Associates, under Liz Schrayer’s direction, continues to manage the activities of the USGLC, now led by Honorary Chair Colin Powell, and has been instrumental in building a broad-based coalition of over 400 businesses and non-profits, retired four-star generals, foreign policy experts, and activists in all 50 states.

 

Results: The USGLC, often called the “strange bedfellows coalition”, is now considered one of the most effective groups in Washington. It has raised the profile of U.S. global engagement, built strong bipartisan support in Congress, launched a highly successful 2008 Presidential educational effort and helped achieve a level of funding for the International Affairs Budget that is 50% higher than when the USGLC was founded.
