National Association of Public Hospitals
Challenge: The National Association of Public Hospitals and Health Systems (NAPH), which represents more than 100 of the country’s most important safety net hospitals, needed to enhance its political clout in Washington, D.C., which became more imperative when faced with a proposal from the Bush administration that threatened major Medicaid payments to safety net hospitals.
Approach: Schrayer & Associates analyzed NAPH’s assets and needs, developed a strategy, and worked side-by-side with NAPH leaders to engage and train hospital stakeholders across the country on how to be effective advocates. Our efforts also included developing and managing advocacy campaigns that spurred participation among grasstops stakeholders, thousands of individuals and highly influential community leaders. Schrayer & Associates continues to provide NAPH with strategic consulting services.
Results: NAPH’s “Save Our Safety Net Campaign” led to legislation passed overwhelmingly by Congress and signed by President Bush. The legislation imposed moratoria on Medicaid rules that would have severely reduced reimbursements to hospitals.
